Reserving a hotel in Havana

My friend, an american, wants to reserve a hotel in Havana for an upcoming vacation through some kind of website (not the hotel's website, but one of those search sites), and writes to me to ask if I know a European who would do it for her. She has to make a deposit using a credit card, and is afraid the US government is going to send the FBI or someone swooping down on her to arrest her for even just making plans to visit Cuba.
Is she being paranoid?

    "ENTRY/EXIT REQUIREMENTS/TRAVEL TRANSACTION LIMITATIONS: The Cuban Assets Control Regulations are enforced by the U.S. Treasury Department and affect all U.S. citizens and permanent residents wherever they are located, all people and organizations physically in the United States, and all branches and subsidiaries of U.S. organizations throughout the world. The Regulations require that persons subject to U.S. jurisdiction be licensed to engage in any travel-related transactions pursuant to travel to, from, and within Cuba. Transactions related to tourist travel are not licensable. This restriction includes tourist travel to Cuba from or through a third country such as Mexico or Canada. U.S. law enforcement authorities have increased enforcement of these regulations at U.S. airports and pre-clearance facilities in third countries. Travelers who fail to comply with Department of Treasury regulations could face civil penalties and criminal prosecution upon return to the United States."

    Sounds like it's pretty risky, if she's doing it in a tourist type of way. Permitted visitations to Cuba are listed below that paragraph on the link I provided above.

    Also, goddamn that is kinda scary. Heh. Anyone see the irony in the first bit on that page followed by the second bit? :/

    My boyfriends mom just got back from 2 weeks in Cuba yesterday. She went as part of a Jewish outreach group. She said it was incredibly difficult to even get to do that. She said that they scrutinized every single pc of paperwork, and would find tiny mistakes (im talking minute things like forgetting to cross T's) and send them back to Miami. They finally made it over on the 2nd try.
    She said it also very difficult to bring any thing back. Also you can only bring one bag per person.
